Zarządzanie mediami społecznościowymi w gminach

Abstrakt

Media społecznościowe stały się rutynowym elementem komunikacji w polskich gminach, jednak dotychczasowe badania częściej koncentrowały się na samej obecności na platformach niż na uwarunkowaniach organizacyjnych, w których komunikacja ta jest zarządzana. Niniejszy artykuł analizuje zarządzanie mediami społecznościowymi w gminach, ze szczególnym uwzględnieniem zakotwiczenia organizacyjnego, zdolności operacyjnych, poziomu formalizacji, dojrzałości pomiarowej, praktyk reagowania w sytuacjach trudnych oraz deklarowanej gotowości do wykorzystania narzędzi opartych na sztucznej inteligencji. Badanie opiera się na ogólnopolskim sondażu CAWI przeprowadzonym w czwartym kwartale 2023 roku wśród 1 793 gmin, co stanowi 72,4% populacji. Większość respondentów (86,1%) zadeklarowała korzystanie z mediów społecznościowych, przy czym wyraźnie dominował Facebook; dlatego szczegółowe analizy przeprowadzono w ramach modułu dotyczącego Facebooka (N = 1,465). Zastosowano trzy syntetyczne wskaźniki: Indeks Zdolności Operacyjnej (OCI), Indeks Formalizacji (FI) oraz Indeks Dojrzałości Pomiarowej (MMI). Wyniki wskazują, że modele zakotwiczenia organizacyjnego wiążą się z różnicami w poziomie OCI, FI i MMI. Modele regresji kontrolowano pod względem typu gminy oraz charakterystyk demograficzno-finansowych. Wyższy poziom formalizacji jest powiązany z większym prawdopodobieństwem prowadzenia pomiarów, natomiast pomiar, a nie samo istnienie strategii komunikacji, współwystępuje z częstszym stosowaniem proaktywnych praktyk moderacyjnych. W komunikacji dotyczącej kwestii o wysokiej wadze społecznej cele dialogiczne są najsilniejszym predyktorem uwzględniania Facebooka jako preferowanego kanału komunikacji, natomiast cele wizerunkowe są również dodatnio powiązane z tym wynikiem. Postrzegana skuteczność Facebooka wiąże się zarówno z celami komunikacyjnymi, jak i z dojrzałością zarządzania. Deklarowana gotowość do wykorzystania sztucznej inteligencji jest związana z dojrzałością pomiarową, poziomem formalizacji oraz wsparciem ze strony władz samorządowych, podczas gdy faktyczne wykorzystanie AI wiąże się przede wszystkim z dojrzałością pomiarową i wsparciem kierownictwa. Zdolność operacyjna nie wyłania się jako niezależny predyktor wyników związanych z AI. Uzyskane wyniki sugerują, że zarządzanie mediami społecznościowymi w gminach należy postrzegać przede wszystkim jako problem zarządczy (governance), a nie jedynie kwestię obecności na platformach.

Małgorzata Magdalena Hybka, Poznań University of Economics and Business

PhD, is an Associate Professor at the Poznań University of Economics and Business, specializing in public finance. She obtained her habilitation degree in Finance in 2011 and has since developed an extensive academic and administrative profile. She has served as Head of the Department of Public Finance and currently leads the Postgraduate Studies in Taxation and Tax Advising. Agnieszka Marzęda, University of Warsaw

PhD, is a Lecturer at the University of Warsaw specializing in social communication and public relations, with a background in marketing and PR. She has over 20 years of experience in the publishing industry, including serving as a Publishing Director.
