Historic City or Heritage City?
Abstract
Historic urban centers constitute a distinct category within our cultural heritage, where past legacies profoundly influence contemporary development. The prevalence of urban sites on the UNESCO World Heritage List underscores the significance attributed to these cultural loci. The urban environment embodies multifaceted dimensions, comprising not only conceptual and physical aspects but also functional and procedural elements. The urban landscape predominantly assumes the characteristics of a living organism. The velocity and intricacy of transformations impacting civic environments serve as indicators of urban development. Neoteric urbanization is distinguished by an unparalleled dynamism and magnitude of expansion, with projections indicating a substantial influx of new urban residents, estimated to reach 2 billion by 2030, according to World Bank forecasts. In contemporary times, where 80 percent of urban residents are newcomers, it is the urban environment itself, rather than the inhabitants, that serves as the primary integrating factor. Heritage is intrinsically linked to individuals – it represents us: its creators, interpreters, and users. Within this context, the pivotal importance of social capital emerges, facilitating the dynamic evolution of heritage through continual creation and reinterpretation, while also ensuring its effective safeguarding. A neoteric philosophy of historic city preservation should entail the concordant utilization of heritage preservation as developmental potential. It is widely acknowledged that culture not only fosters development but also serves as a catalyst for it.
