Rozwój zarządzania mediami w Azji Środkowej

Abstrakt

Niniejszy artykuł przedstawia wyniki badania porównawczego rozwoju zarządzania mediami w pięciu krajach Azji Środkowej. Na podstawie analizy uwarunkowań instytucjonalnych i praktyk zarządzania w organizacjach medialnych wykazano, że podobieństwa i różnice w zarządzaniu mediami w regionie kształtowane są nie tyle przez stopień formalnej liberalizacji rynków medialnych, ile raczej przez charakter interakcji między państwem, mechanizmami rynkowymi i dziedzictwem instytucjonalnym. Potwierdza to analityczne znaczenie koncepcji zarządzania mediami dla badań nad transformacją mediów w społeczeństwach postsowieckich. Wyniki empiryczne wskazują na hybrydowy charakter systemów medialnych Azji Środkowej, odznaczających się adaptacją kontekstową i wielopoziomowym zarządzaniem. Kazachstan i Uzbekistan charakteryzują się bardziej dynamicznym rozwojem cyfrowego środowiska medialnego i rozwijającym się prywatnym sektorem medialnym, podczas gdy Tadżykistan i Turkmenistan utrzymują słabo zróżnicowane i w przeważającej mierze kontrolowane przez państwo modele. Kirgistan zajmuje pozycję pośrednią, łącząc obecność mediów prywatnych z rosnącymi ograniczeniami regulacyjnymi. Ogólnie rzecz biorąc, zarządzanie mediami w regionie charakteryzuje się dużą zmiennością między krajami i stabilną strukturą hybrydową.

Karlyga Myssayeva, Al-Farabi Kazakh National University, Kazakhstan, Almaty

Associate Professor of Media Studies at the Faculty of Journalism, Al-Farabi Kazakh National University (KazNU), specialising in communication and journalism. She previously served as Vice-Dean for Scientific and Innovative Service and International Relations at the Faculty. Her academic output includes more than 30 journal articles and four books. She is a Fulbright Scholar and the recipient of the 2025 Asian Media Information and Communication Centre (AMIC) Award. She has held visiting apointments at Ohio University, George Washington University, the University of Wyoming, Oklahoma State University (USA), and the University of Strasbourg (France). She currently serves as Director of the Eurasian Media and Communication Research Centre at KazNU.

Ainur Akynbayeva, Al-Farabi Kazakh National University, Kazakhstan, Almaty

PhD candidate at Al-Farabi Kazakh National University (KazNU). She has worked as a Chief Specialist in the Information and Communication Department at the university. She holds both BA and MA degrees from KazNU. She began her professional career as a correspondent for the university newspaper Qazaq universiteti. Since November 2019, she has been a leading specialist in KazNU’s Image Policy and Public Relations Department. Her research interests include new media, the history of journalism, and media management.
